Hi Micheleru - I am also interested in the solution. I opened a trading company last year and not meeting the minimum requirement for 2015. 2016 is looking much better, but not sure how I will manage the work permit. I'm hearing from a colleague that it will matter more in the 2nd year, but from what I've read it looks cut and dried.

Do trades at the stock exchange count as "revenue"? If so, you could buy some boring (read: pretty safe) stocks at the http://www.twse.com.tw/en/ and sell them a month later ...

That's a great idea. Taiwanese companies can buy and sell stock but it might depend on how your business license is written. the codes that describe what your business is. Too bad I didn't think about that in 2015 last year....Anyhow the folks at WDA have been very helpful and said that I should turn in my work permit application and ask for treatment as a special case. I'm going to apply this way right after CNY.
With regard to your second inquiry for the company shall meet average turnover per year. Our response is as follows: According to our regulations, the above mentioned turnover requirement is one of requirements that an employer who would like to hire a foreign professional shall meet. There are other alternative requirements depend on different cases or circumstances , such as, the employer has made substantial contribution to the domestic economic development or has a special circumstance that is treated as a special case by the central competent authority after consultation with the authority concerned at the central government level. If you intend to renew your work permit, please collect the documents required for a work permit extension, and then submit the application along with the documents listed as below: 1. A statement claiming for a treatment as a special case. 2. A business plan with an estimation to reach the revenue of 3 million NTD in the following 1-2 years, including content such as marketing strategy, envision of economic benefit and target potential clients. 3. The numbers of local employee and domestically employment plan. Once receiving your application with complete documents, we will then forward the application to the authority of central government to hold a consultation for this case.If you still have questions, please call us on Tel(02) 23801725, then we can give you better advice. Thanks for writing to us.

Sincerely Yours,

Workforce Development Agency

I think that Micheleru is providing a benefit to Taipei and would be considered by the central government, too.
