This is good advice and it's certainly what I would do if I were in the market now. But take it from somebody on the other side of things (we're selling our apartment), my thinking is something along the lines of "I don't care how long it takes because I'm in no hurry, and I'm willing to wait for the right offer and people do sometimes get lucky even in a buyer's market." So again, great advice, but the OP may need to make many, many such low-ball offers before he/she finds a seller willing to budge. This is particularly true for sellers that actually live in their apartments (i.e., apartments in the price range that most normal folks can afford to buy).
