Ask them to show you the law. Then look it up at law.moj.gov.tw to see for yourself. Have a friend translate if it's not available in English.
She's obviously a tax evader, and you can report her even after you leave. You may lose your battle with her, but she may also lose her battle with them and be forced to reconsider her "business model".
Of course it helps to have as much evidence as you possibly can...
