1999, where was I?

I thought I had gone to the top of 101 to see a 360 view of Taipei. I just found out that 101 wasn't built until 2004. Soooo, for those of you that have been in Taipei for a while, what was the big touristy spot in 1999 that you could ride the elevator to the top and see a panorama of the city? There was even a gift shop and brochures of the panorama. Geez do I feel dumb.

Almost certainly the Shin Kong Mitsukoshi building, which was the tallest building in Taipei at the time. It has an observation deck (though sadly they closed it).
